Why does my tattooed eyebrow liner appear blue on the skin when black and blue ink was used?

I would like to remove the tatoo . If the piment contains titanium dioxide the lazer surgery to remove the tattoo will not work- it will only darken the tattoo.|||Because the tattoo is on your face the ink fades, changing the color.|||maybe because it fades away
